Abstract: "The Influence of Crew Remuneration Regimes on Fleet Capacity and Optimal Fisheries Management" Jacob LaRiviere This paper considers the effect of incorporating non-parametric wage payments to captain and crew on the outcomes of different fisheries management regimes. In practice, we rarely observe parametric wages as crews are paid some function of vessel revenue or profit. If pay scales are not parametric it can have important effects on the fleet size under landing fees, ITQ or vessel licensing fee management regimes. Further, the model presented here shows that ITQ management be used in conjunction with licensing fees or taxes in order to reach a first best outcome in a non-parametric factor payment setting. Finally, a model calibrated to eastern Pacific Albacore fishery data shows a simple example of ITQ-fee hybrid policy implementation.
